What does it mean when the Organization is marked as 'Open'?
When an Organization is open, it means that public registration has been enabled. You do not need an invitation to join the Organization.
An Organization needs to be Open in order for users to select the signup button. If the Organization Public Page shows that it is Open, then you are able to signup and go through the registration process the Manager has enabled.
